The Adopted Local Plan
The Local Plan sets out our spatial vision for Wandsworth and forms a strategy for how the vision will be achieved.
In Wandsworth, the Local Plan is made up of two documents which each set out planning policies that are used as the basis for making decisions on planning applications within the borough.
What is a Local Plan?
The Local Plan is the key planning document for the borough. It sets out a 15-year vision and framework for the future development of the borough, addressing the needs and opportunities in relation to housing, the economy, community facilities and infrastructure. It sets out how the borough’s natural and historic environments will be conserved and enhanced, outlines a strategy for the mitigation of and adaptation to climate change, and sets out principles for creating well designed places.
In Wandsworth, the Local Plan is made up of two documents. These are the Wandsworth Local Plan (2023-2038) and the Wandsworth Local Plan Partial Review.
The Wandsworth Local Plan Partial Review contains six policies that supersede the same named and numbered policies in the Wandsworth Local Plan (2023-2038). These are:
- Policy LP23: Affordable Housing
- Policy LP24: Housing Mix
- Policy LP28: Purpose-Built Student Accommodation
- Policy LP29: Housing with Shared Facilities
- Policy LP30: Build to Rent
- Policy LP31: Specialist Housing for Vulnerable and Older People
In all other respects, the policies within the Wandsworth Local Plan (2023-2038) remain in force.
To provide further clarity, we are intending to prepare a hybrid version of both Local Plans showing the superseded policies in place. This will be added to this page in due course.

The Wandsworth Local Plan 2023-2038
The Wandsworth Local Plan and Policies Map was adopted on 19 July 2023. The following are available:

The Wandsworth Local Plan Partial Review
The Wandsworth Local Plan Partial Review was adopted on 4 March 2026. It contains six new planning policies which supersede the same named and numbered policies within the Wandsworth Local Plan 2023-2038.

- The Inspector’s Report, including Main Modifications (February 2026)
- Additional modifications made by the Council

The superseded Local Plan
Wandsworth’s superseded Local Plan consists of several documents that were adopted between 2016 and 2018. It is formed of:
- The Core Strategy (March 2016), outlines the strategic spatial vision for the borough
- The Development Management Policies Document (DMPD) (March 2016), sets out specific considerations that planning applications should comply with
- The Site Specific Allocations Document (SSAD) (March 2016)
- The Employment and Industry Document (December 2018), which updates and replaces the strategy, policies, and site-specific allocations relating to employment and industrial land from the above three documents
The London Plan
Wandsworth is one of 32 boroughs in London. The Mayor of London is responsible for producing a planning strategy for the city as a whole, which forms part of the borough’s ‘Development Plan’ alongside the Local Plan.
