About Waste Penalty Charge Notices

You can receive a Waste Fixed Penalty Charge Notices (FPN) for

  • Dropping litter in a public place
  • Fly-tipping
  • Failure to produce waste disposal records

Or a Penalty Charge Notice (PCN) for

  • Littering from a vehicle
  • Waste receptacle offence

Terms of a Fixed Penalty Notice

If you receive a FPN you can either pay the penalty within 14 days of the notice or you can request a court hearing.  If you request the court hearing you are likely to be prosecuted for littering. There is no appeals process.

Terms of a Penalty Charge Notice

The PCN must be paid within 28 days of the date of the notice.

If the PCN is paid within 14 days from the date of the notice, the amount of the charge will be reduced by 40% (£60 for littering from vehicles and £66 for waste receptacle offences).

If the PCN is not paid before the end of the 28 day period it may be increased by 100% (£200 for littering from vehicles and £220 for waste receptacle offences).

Challenging a Penalty Charge Notice
