Clairview Road/Furzedown area - Parking consultation

We asked residents and businesses in the Clairview Road/Furzedown area about parking conditions in their road and whether they would like to see a Controlled Parking Zone (CPZ) introduced.

Background

We have listened to local concerns, including a petition, from residents of Clairview Road about parking difficulties caused by commuter and long-stay non-resident parking.

Consultation

We asked residents and businesses for their views about whether a CPZ should be introduced in the area to prioritise parking for residents, their visitors and essential business vehicles.

Results

Summary of the results:

  • Of the 616 properties consulted, responses were received from 390 households – a response rate of 63% which is considered good.
  • In response to the main question – “Do you agree or disagree that a Controlled Parking Zone (CPZ) should be introduced in your street?”, 304 households (78%) indicated ‘Disagree’, 80 households (21%) indicated ‘Agree’ and six households (2%) indicated ‘Don’t know / No opinion’.
  • Responses to the above question from Clairview Road – 25 households (69%) indicated ‘Disagree’, ten households (28%) indicated ‘Agree’ and one household (3%) indicated ‘Don’t know / No opinion’.
  • Only two roads showed that a majority of households were in support, although the number of responses from both roads is low. These are Colwyn Close which is a small private close with 34 households. Three responses were received, of which two were in favour and one was not. The close has its own privately managed parking arrangements. The other is Daleside Road which has 25 households of which 11 households responded. Seven were in favour and four were against.
  • Responses received from residents outside the consultation boundary were analysed separately and show: 288 responses were received, 233 (81%) were against, 50 (17%) were in support.
  • In addition, a set of street-specific petitions representing roads within the consultation boundary, formerly objecting to the introduction of a CPZ in their street was received. The petitions were supported by 318 individual residents.

Road safety concerns

Concerns were received from residents about road safety in Clairview Road at its junction with Furzedown Road and around the bend due to obstructively parked vehicles which frequently causes congestion for the G1 buses as they are unable to pass other approaching vehicles.

Officers have investigated the road safety concerns and actions to address them are provided below.

Decisions

Given the lack of support within the consultation boundary, including residents of Clairview Road and the strength of objection to any CPZ expressed by residents outside the consultation boundary, the Director of Highway Operations and Street Scene having consulted with the Cabinet member for Transport and the three Furzedown Ward Councillors has approved the following decisions.

  1. Not to introduce a CPZ within any of the roads within the consultation area, and
  2. To address the road safety issues in Clairview Road at the junction with Furzedown Road by introducing double yellow lines indicating ‘No Waiting At Any Time’. On the western side these will extend south for 11 metres.  On the eastern side the double yellow lines will extend for 37 metres around the bend. This is to provide a safe location where the G1 bus can pass oncoming vehicles including another G1 bus. The Council has consulted Statutory Consultees including the Emergency Services and the Bus Operator who support the introduction of the above restrictions. It is expected that the new double yellow lines will be installed during October.
