Access for All privacy notice

The Council has established the Access for All programme that allows eligible residents to access concessionary offers that have been implemented across all council services, and certain businesses across Wandsworth. Examples of these concessionary offers include half price weddings (the cost of the notice of marriage, the booking fee and the Town Hall booking fee), free birth and death certificates, and reduced fees at our libraries. Under the Access for All Scheme, the Council has also supported a range of offers such as the Baby Box Scheme for eligible first-time parents.

This privacy notice explains how the Council uses and shares your data.  Please note data includes data you provide about others in your household, such as children or dependants.

Why we are allowed to use your data

Consent, contract or public task under various UK laws including but not limited to:

  • Registration of Births, Deaths, Marriages and Civil Partnerships (Fees) (Amendment) Regulations 2017

  • Public Libraries and Museums Act 1964
  • The Library Charges (England and Wales) Regulations 1991

The Council relies on Article 6 and Article 9 of the UK General Data Protection Regulation to allow us to collect and use your information for the purposes of the Access for All scheme.

UK GDPR Article 9(2)(g) processing is necessary for reasons of substantial public interest.

Obtaining and sharing your data with others

We collect your personal data from you, or from others (for example, council staff in other departments or external organisations or individuals) who inform us of matters relevant to the delivery of this service.

We can share your data with:

  • National Regulators, for example, Information Commissioner’s Office, the Local Government and Social Care Ombudsman or the Housing Ombudsman
  • Educational establishments
  • Department of Work and Pensions
  • Regulatory, licensing and enforcement functions
  • Contractors
  • Other Council departments, including shared services

We sometimes need information about people other than the person who has applied to the Access for All scheme to issue membership cards to eligible residents. For example, if a parent/guardian is applying for a membership on behalf of their child, the child will be admitted to the scheme if their parent/guardian is eligible and provides evidence of this.

Using your data to make automated decisions

We do not use your data to make automated decisions.

Data sent to countries outside of the EEA

Generally, the Council will not process your personal data outside of the UK or the EEA. In exceptions where we do, we will ensure equivalent data protection controls are in place.
