Planning system changes 

We are upgrading our system between Friday 11 September and Friday 25 September, and some services will be unavailable whilst we complete the work.

Deadlines will be extended accordingly.

Applications can be submitted through the Planning Portal, but they will not be processed during this period.

Between 2021 and 2023, the Conservation and Urban Design team embarked on a process of reviewing and updating the borough's conservation area appraisals.

As a result of this process, eight conservation area appraisals were drafted. We held a consultation to gather views on these between 10 February and 24 March 2023.

Consultation responses

All consultation responses received were reviewed. A detailed response table for each conservation area appraisal is set out below.

New conservation area appraisals

Following the consultation, changes to the appraisals were made as required.

The eight conservation area appraisals were adopted under delegated powers on 31 August 2023:

Magdalen Park Article 4 Direction

As part of the consultation in early 2023, an immediate Article 4 Direction was imposed on parts of Magdalen Park Conservation Area. To make this Direction legally binding, it needed to be confirmed within six months of it being made, either through presentation at Committee or under delegated powers.

At a meeting of the Transport Committee and subsequently the Executive in July 2023, the decision was made not to confirm the direction. Accordingly, the Article 4 Direction was removed and therefore all properties will no longer be affected by the Direction. Local Land Charges and all affected properties have been informed.
