Southfields S2 CPZ review

We asked residents and businesses in the Southfields S2 sub-zone whether they feel any changes should be made to the operation of this zone.

Background

We have listened to local concerns, including a petition, from residents of the north-western part of the Southfields S2 sub-zone.

Residents reported that parking is difficult outside the controlled hour (1.30pm to 2.30pm, Monday to Friday), with shoppers, employees and commuters all trying to park as close to central Southfields as possible.

Consultation

We asked residents and businesses for their views about possible changes to the operational hours and days of the S2 zone. For example, 'Are you happy with the existing parking controls or would you wish to see them extended so that they operate later into the evening and/or at weekends?'

The consultation opened on Friday 16 January 2026 and closed on Sunday 1 March 2026. The consultation has now closed.

Results

Summaries of the consultation results, the assessment by officers and the Council’s decision are below:

  • Of the 699 households consulted, responses were received from 168 households – a response rate of 24%.  This is a lower response rate than the Council would like but is not untypical when undertaking a review of an existing CPZ.
  • In response to the question – “Are you happy with the parking controls in your street?”, 96 households (57%) indicated ‘Yes’, 65 households (39%) indicated ‘No’ and seven households (4%) indicated ‘Don’t know / No opinion’.

Although across the whole of the S2 sub-zone most respondents indicated they were happy with the current 1-hour controls, most respondents from the following three streets indicated they were not happy.

  • Elsenham Street which had a response rate of 31% - 24 (63%) households.
  • Heythorp Street which had a response rate of 37% - 24 (63%) households.
  • Replingham Road which had a response rate of 4% - four (67%) households.
  • In response to the question – “Would you prefer to retain the existing operational days or change them?”, 130 households (68%) indicated ‘Retain existing days’, 57 households (30%) indicated ‘Change days’.

Most respondents from all streets within the S2 sub-zone supported retaining the existing operational days. The results for Elsenham Street were 24 households (53%) preferred to retain the existing days, whilst 21 households (47%) indicated ‘Change days’.

The results for Heythorp Street were 22 households (48%) preferred to retain the existing days, 21 households (46%) indicated ‘Change days’ and three (7%) indicated ‘Don’t know/No opinion’.

  • In response to the question – “Would you prefer to retain the existing operational hours or change them?”, 113 households (59%) indicated ‘Retain existing hours’, 74 households (39%) indicated ‘Change hours’.

Most respondents from all streets within the S2 sub-zone supported retaining the existing operational hours.  The results for Elsenham Street were 19 households (42%) preferred to retain the existing hours, whilst 25 households (56%) indicated ‘Change hours’.

The results for Heythorp Street were 15 households (33%) preferred to retain the existing hours, 29 households (63%) indicated ‘Change hours’ and one (2%) indicated ‘Don’t know/No opinion’.

Assessment by officers

Across the whole area, most respondents 96 households (57%) indicated that they are happy with the current parking controls within the S2 sub-zone and support retaining the existing operational days and hours (1.30pm – 2.30pm, Monday to Friday).

The results also show that some residents within Elsenham Street and Heythorp Street feel that the parking controls should be extended to address the parking difficulties reported by residents of the northern sections of these two roads.

In considering whether changes should be made to an existing CPZ, the Council must consider both the views of residents/businesses and the likely impact that any changes would have on parking conditions in adjacent streets and other nearby roads due to displacement/overspill parking.

The issue of displacement or overspill parking is particularly relevant within the Southfields Grid area with its grid-like network of roads because a change to the operational days/hours in some roads and not throughout the whole of the Southfields Grid is likely to result in a worsening of parking conditions in those roads where the days/hours are not changed.

Decision

Following careful consideration of the views expressed by residents and the assessment by officers, the Director of Highway Operations and Street Scene supported the view that making changes in part of the S2 sub-zone would not be a practical option as it would worsen parking conditions for residents in the remainder of the Southfields Grid area.

Following discussions with the Cabinet member for Transport and the Southfields Ward Councillors, the Director has approved the decision not to make any changes to the operational days/hours within the S2 sub-zone.
