Magdalen Park Area – Parking consultation

We asked residents in the five roads between Fieldview and Tilehurst Road for their views on the possibility of introducing a Controlled Parking Zone (CPZ) to their roads.

Background

Following the receipt of a petition in October 2020 from residents in these roads requesting the introduction of a CPZ to improve the parking conditions in the area, we undertook a consultation asking all residents in these roads for their views. Any new controls could either form a new CPZ or an extension to an existing one.

Preliminary design

Initial investigations in the Magdalen Park area suggest that the existing pattern of partial or full footway parking could continue at most locations, providing a minimum clear width of at least 1.2 metres can be maintained for pedestrians. We would expect most bays to be designated 'shared use' which allow both permit holders and visitors to park (Pay and Display/Mobile phone). However, detailed checks would be undertaken to determine a final CPZ design, if there is local support for the introduction of a CPZ.

Consultation 

The consultation opened on Tuesday 29 June and closed on Friday 6 August 2021.

Results and decision

Overview of the consultation:

  • Of the 443 consultation documents delivered, 256 completed surveys were received.  This represents a response rate of 58% of households
  • Of the 225 responding to the question, 37 (16%) said they were happy with the present parking conditions, 172 (76%) said they were unhappy
  • Of the 225 responding to the question, 182 (81%) indicated their support for the CPZ, 31 (14%) were against
  • Of the 225 responding to the question, 150 (67%) indicated their preference for Monday to Friday
  • Of the 225 responding to the question, 122 (54%) indicated their preference for 10am to 11am

The outcome was reported to the Strategic Planning and Transportation Overview and Scrutiny Committee on 11 November and the Executive on 22 November 2021. View item 5.

We agreed to :

  • Extend the Wandsworth Common and Tooting Bec CPZ D5 sub-zone (operating 10am to 11am, Monday to Friday), into the five roads between Fieldview and Tilehurst Road including the section of Magdalen Road between Nos. 113-145 inclusive
  • Carry out a review after at least 12 months of operation

Implementation

The new parking controls came into operation on Monday 25 April 2022.

  • Parking bays have been marked where it is appropriate to park and yellow lines where it is not. View parking layout
  • Between 10am and 11am, Monday to Friday, only vehicles displaying a valid D5 CPZ permit (resident, business or visitor) or paperless equivalent, may park in bays marked on the highway roads
  • A D5 permit entitles you to park within the marked parking bays in all roads in the D5 (one-hour) sub-zone
  • Disabled Blue Badge holders may park free of charge and without time limit provided they display a valid blue badge

Operational review

An operational review was undertaken in late summer 2023. The review included several visits to check that the scheme was operating effectively, and consideration of any feedback/objections from residents. As no formal objections had been received, the experimental Traffic Management Order was made permanent.

The operational review concluded that the scheme was operating effectively, with more parking spaces available for residents and their visitors. The outcome of the review was reported to the Transport Committee on 19 February 2024 (Paper No. 24-58). This included a recommendation to provide an additional ‘permit holder only’ bay outside 69 Tilehurst Road.
