Council prosecutes driver for falsifying breakdown documents

Ahmed Yussuf was issued 13 separate PCNs over a one month period. Mr Yussuf claimed his car had broken down and submitted documents purporting to be breakdown reports from the RAC.  

These forms were checked and the matter was forwarded to the South West London Fraud Partnership who conducted a full investigation. Mr Yussuf then admitted he had downloaded the documents from the internet and altered each report to suit each of the 13 PCNs. 

In July 2026 at Wimbledon Magistrates Court, Mr Yussuf pleaded guilty to possession and use of false documents and was convicted on 13 charges under the Forgery and Counterfeiting Act 1981. He was ordered to pay the Prosecution’s full costs of £2,492 and was disqualified from driving for eight months on each of the 13 charges, with each disqualification to run concurrently.  

Councillor Peter Graham, Wandsworth Council’s Deputy Leader and Cabinet Member for Finance, said: “The submission of fraudulent documents to support appeals is a serious matter. Downloading pre-made false documents from the internet is only going to land you in trouble as we carry out checks on documents received to help identify and reduce the risk of fraud. Wandsworth Council along with the South West London Fraud Partnership will prosecute offenders.”
