July cabinet meeting update: libraries, events in parks, and the Winstanley Neighbourhood Regeneration

Wandsworth Council’s Cabinet met this week to discuss key issues for our residents in the borough, and make decisions regarding our libraries, events policy, the Winstanley neighbourhood regeneration, and more.

Library Strategy
At a time when many councils are scaling back, Wandsworth is investing in its 11 libraries as vital community hubs. The Libraries First! strategy outlines an ambitious action plan to ensure libraries remain inclusive, innovative, and accessible to all.
The strategy sets out a five-year vision to make libraries the first place residents turn to pick up a new book, access the internet, or just spend time in a community space where they can work, read and enjoy some peace and quiet.
Over the next year, exciting plans include trialling longer opening hours, refurbishing the children’s libraries at Balham and Battersea Park, upgrading IT facilities across all libraries, reviewing study spaces, and introducing extra initiatives such as Maths and English tutoring, basic digital skills training and wireless printing.
As a listening Council, the Libraries First! strategy was shaped in consultation with the community. It aligns with Wandsworth’s broader goals of creating a fairer, more compassionate, and sustainable borough.
With over 1.3 million physical items borrowed and nearly 4,000 events held in 2024 alone, Wandsworth’s libraries are already among the best performing in the country.
The cabinet also agreed to extend the contract for the Greenwich Leisure Limited (GLL) delivery partner. GLL has worked with us on the development of the Library Strategy and is closely aligned with the objectives we want to deliver. Our libraries have been delivering excellent value and extending the GLL contract is the best way to build on a successful service.

Events policy
Following feedback from over 800 residents, the policy which governs events in Wandsworth’s much-loved parks, commons and open spaces has been updated, reflecting local people’s feedback and ensuring our green spaces remain accessible, inclusive and welcoming for all.
Wandsworth is proud to host a wide variety of events in the borough, from the spectacular annual Battersea Park Fireworks to smaller charity and community events. Most of these take place in Battersea Park, which is governed by a separate events policy.
This updated policy helps allow for even more inclusive, sustainable, and imaginative events in every corner of the borough, from Roehampton to Battersea, Tooting to Putney, during Welcome to Wandsworth and beyond.
It aims to allow for events such as pop-up theatres, outdoor film screenings, community celebrations, and neighbourhood festivals, all showcasing the creativity and diversity that make Wandsworth a great place to live, work and visit.
However, it doesn't just celebrate what’s possible, it also protects what matters. Our parks are for everyone, and we value them as places for relaxation, recreation, sport, play, connecting with nature, havens for biodiversity, and for cultural events. That’s why the updated policy includes strong safeguards to ensure all events are sustainable, inclusive, and well managed to minimise any disruption.

Winstanley Neighbourhood Regeneration
Plans are progressing for the direct delivery of approximately 2,500 new homes, with at least half designated for Council rent, ensuring housing meets the needs of local residents. This will deliver significant investment in the neighbourhood which will help to reduce crime, provide much-needed new homes, and support children and young people living in the area.
Central to the vision are high-quality community buildings, including a modern leisure centre, library, and flexible community spaces designed to bring people together. New parks and play areas will provide vital green space for families and residents of all ages.
The plans also respond to the area’s need for everyday amenities, with new shops, cafés, restaurants, and health centres ensuring a thriving, self-sustaining neighbourhood. A safer, more connected and accessible public realm is integral, with thoughtful design creating welcoming, inclusive spaces.
Crucially, the renewal will better integrate the estate with its surroundings, enhancing access to and across Clapham Junction and improving connections to the river. A bespoke lighting strategy will bring creative, well-lit interventions to public areas, making the neighbourhood safer and more inviting.
Community safety and engagement are key. We will expand youth bus services, support crime prevention events, and collaborate with new Community Support Officers to foster a stronger, safer community.
This comprehensive approach reflects our commitment to delivering not just new homes, but a vibrant, inclusive place where people feel safe, connected, and proud to live.
