Maysoule Road Fire – Independent Review

To understand what happened and how we can better support you and strengthen our response in the future, we commissioned an independent review of the Council’s actions following the fire.

This review was carried out by Barry Quirk , an experienced former Council Chief Executive including at Kensington and Chelsea in the wake of Grenfell.
The review confirms that, thanks to the quick actions of the London Fire Brigade, over 100 people were evacuated safely and no serious injuries were reported. The fire destroyed the roof and top floor of the building, and while the cause is still under investigation, early findings suggest the rapid spread was linked to the roof void design.
Simon Hogg, Leader of the Council, said: “We recognise the disruption and anxiety this incident caused local people. While emergency support was provided immediately, the review acknowledges that the first night was challenging, with delays in arranging hotel accommodation and gaps in communication.
“By the following day, a community support centre was opened at York Gardens Library, with named caseworkers, financial assistance, and practical help for affected households. I pleased to say all secure tenants were rehoused within 16 weeks.”
Residents affected by the fire were issued with e-vouchers so they could purchase essentials, and were also provided laptops, mobile phones and phone chargers through the Council’s partnership with ‘Power to Connect’.
Since the fire, we have taken decisive steps to keep residents safe. A waking watch was introduced in similar blocks immediately, and fire safety inspections and remedial works are underway. We are also carrying out diagnostic checks on roof voids and sharing learning with other landlords to prevent similar incidents.
The review makes clear recommendations, and we are implementing them without delay. These include strengthening emergency planning, improving communication during incidents, and ensuring better arrangements for emergency accommodation.
Barry Quirk said: “This was a really serious fire where people lost their homes and their treasured belongings. I was impressed by the openness and honesty of all those I interviewed during this review.
“It is clear that the Council and its management are genuinely open to improving how they respond to emergency incidents like the Fox House fire in Battersea.”
