Clapham South and Balham CPZ, H2 One-hour Review

We asked residents and businesses whether they would wish to see the operational hours of the CPZ increased in this area.  

Background

The Council has received a petition from residents of Hendrick Avenue and correspondence/comments from other residents in the H2 One-hour sub-zone reporting problems with non-resident parking outside the existing operational hour.  It is understood that many of these requests have been made due to the displacement caused by the increase of the operational hours in the Clapham Junction CPZ (C4) from one-hour to all-day in February 2019. 

The petition requested that the operational hours of the H2 CPZ are increased in line with roads in the H2 and C4 all-day sub-zone, i.e. from the current times of 10.30am to 11.30am to 9.30am to 5.30pm, but to retain the existing operational days, Monday to Friday.  

As the petition met the Council’s required criteria, we are now asking the local community whether they would wish to see the operational hours of the CPZ increased in this area, as described above. 

  • Increasing the hours of control to ‘all-day’ will not affect the cost of, or require a new, resident (or business) parking permit
  • Pay and display machines would need to be installed in the roads
  • Your visitors would be required to display a resident visitor permit or pay and display ticket (virtual/pay by phone/paper) when parking during the extended controlled hours

Consultation 

The consultation opened on Monday 20 January 2020 with a closing date of Friday 14 February 2020.

Following reports from residents in certain roads about not receiving the consultation documents, we posted out these documents again to Ramsden road, Ravenslea Road, Rusham Road and Sudbrooke Road. Any residents who may have previously received the documents and completed and returned the paper or online survey were asked to ignore this and recycle the documents.  

The closing date was extended to Friday 20 March 2020.

Officers will make their own visits to the area to make an assessment of the parking conditions.

Results

When the results of the consultation have been analysed, a report will be prepared for a future meeting of the Strategic Planning and Transportation Overview and Scrutiny Committee. When a decision has been made, the results and decision will be posted here.
