I am writing to ask if there was a FoI from Channel 5 News re children taken into care where parental disability was a factor on or around 10/11/2022, and if you responded, is it possible to have a copy of the response?

In accordance with S40 of the FOI Act, we can neither confirm nor deny whether a request was received from any individual representing Channel 5 news on the date specified. However, we can confirm that an FOI request was received on 10/11/2022 in relation to children taken into care where parental disability was a factor. Please find a copy of our response to this request below:

1. For the period 1st April 2019 to 31st March 2022 how many children who became looked after had factor 5B (Learning disability: concerns about the parent(s)/carer(s) learning disability) as a factor of concern reported at any assessment prior to entry to care. Answer: 13

2. For the period 1st April 2019 to 31st March 2022 how many children who became looked after had factor 6B (Physical disability or illness: concerns about a physical disability or illness of the parent(s)/carer(s)) as a factor of concern reported at any assessment prior to entry to care. Answer: 36

3. For the period 1st April 2016 to 31st March 2019 how many children who became looked after had factor 5B (Learning disability: concerns about the parent(s)/carer(s) learning disability) as a factor of concern reported at any assessment prior to entry to care. Answer: 0

4. For the period 1st April 2016 to 31st March 2019 how many children who became looked after had factor 6B (Physical disability or illness: concerns about a physical disability or illness of the parent(s)/carer(s)) as a factor of concern reported at any assessment prior to entry to care. Answer: 0

5. How many of the children identified in questions 1 and 3 had been subject of a child protection plan under the category of Emotional abuse. Answer: <5*

6. How many of the children identified in questions 2 and 4 had been subject of a child protection plan under the category of Emotional abuse. Answer: 9

*You will notice that the figure '<5' (fewer than 5) has been used in lieu of some exact figures above. This is because the Council considers that disclosure of very low numbers of individuals would enable the identification of a living individual from that information, or, from the information and other data in the possession of, or likely to come into the possession of, a data controller. Disclosure of the requested information would result in a breach of one or more of the principles of the GDPR/DPA 2018 and the information is therefore exempt in accordance with Section 40(2) of the Freedom of Information Act.
