Request

Subject: Elective home education

Reference: WBC-FOI-00799

I would like to request, under the freedom of information act, the following information.

  • On October census day in 2022, 2021, 2020, 2019 and 2018, how many children and young people were you aware of being electively home educated in your local area?

  • On October census day in 2022, 2021, 2020, 2019 and 2018, what percentage of your statutory school aged (5 - 16) population were electively home educated?

  • How many formal notifications for elective home education were made in each of the last four academic years (2021-22, 2020-21, 2019-20 and 2018-19)?

  • Of the notifications in each year, how many were from a) mainstream schools and b) special schools

  • Please rank, in order from highest to lowest, the Key Stage groups with the highest number of notifications for EHE between in each of the last four academic years

  • During each of the last four academic years, how many local children were known to be electively home educated at any point across the academic year (the cumulative total)?

  • What percentage of the total number of children who are electively home educated have an education, health and care plan (EHCP) as captured on census day in 2022, 2021, 2020, 2019 and 2018?

Please note, these questions are the same as those asked in the annual ADCS survey of councils on EHE, which we understand did not take place in 2022, but did take place in all the other years covered by this FOI. Please bear this in mind if the council is minded to refuse the request on the grounds that responding would breach time and cost limits.
