Privately owned public spaces (also known as 'Pops' or pseudo-public spaces) are large squares and parks that appear to be public, seemingly accessible to members of the public and have the look and feel of public land - Coal's Drop Yard is a classic example. However, these sites are not subject to ordinary local authority bylaws but rather governed by restrictions drawn up the landowner and usually enforced by private security companies.

Under the Freedom of Information Act can you please tell me:

  • What areas of Nine Elms are privately owned public spaces?

  • Who owns these areas?

  • What regulations people passing through these areas of land are subject to?

  • Where could members of the public view these regulations?

  • And how these regulations are enforced?

I refer to your request for information received on 06 February 2023. Please see the information below in response to your request: -

  • What areas of Nine Elms are privately owned public spaces?

    Our Response:

    There is a large number of privately owned spaces in Nine Elms and it is not possible to provide a response without further definition of what is in scope. Public access in private developments is generally secured through a planning consent but it is then a matter for the landowner regarding how that space is regulated, including notification and enforcement.
