Following my previous FOIA requests 2022/6910 on 19/12/22 and 2022/6952 on 29/12/22 - it seems like I am getting conflicting information about 2-88 Keevil Drive at William Willison Estate SW19 6TA regarding the refurbishment of the communal areas and the C6531 contract.

  • Firstly, it was explained (2022/6910 on 19/12/22) that 'Window replacement is currently scheduled for October 2024 under C6531' and 'The overall, upgrade and refurbishment of the interior (by which the Housing and Regeneration Department assumes relates to the communal) decorations is included within the C6531 contract.'

  • Then it when I asked a second question, it was explained that 'there is no contract that can be shared at this time'.

    So, I would like to request under FOIA please:

    1 - If there is no contract, how is the windows replacement and overall upgrade of the communal areas for 2-88 Keevil Drive at William Willison Estate SW19 6TA scheduled under C6531 contract but there is no contract in place to share?

    2 - if this scheme of works is programmed for 2024/25 - how is it possible that the that initial consultation with leaseholders will commence at the end of 2023 / early 2024? Surely this is too late?

    3 - If the C6531 contract can't be shared - would you please share a similar contract or example / case study of a similar Wandsworth building to 2-88 Keevil Drive at William Willison Estate SW19 6TA which has undergone the same level of upgrade and refurbishment so I can have an idea to what to expect or not?

I refer to your request for information received on 23 January 2023. Please see the information below in response to your request: -

1 - If there is no contract, how is the windows replacement and overall upgrade of the communal areas for 2-88 Keevil Drive at William Willison Estate SW19 6TA scheduled under C6531 contract but there is no contract in place to share?

Wandsworth Council appointed technical manager has confirmed that even though the programmed scheme has been identified with a contract number, there is no contract in place yet, either between the consultant and the Council or the contractor and the Council.

2 - if this scheme of works is programmed for 2024/25 - how is it possible that the that initial consultation with leaseholders will commence at the end of 2023 / early 2024? Surely this is too late?

With regards to Major Works, the main sequence of events consists the following:

The appointment of the Contract Administrator - an independent surveyor who manages the contract from inception to completion, which is likely to take place in or around August 2023. The Council will then enter into contract with the Contract Administrator.

The Notice of Intention (first stage consultation) with residents, which includes leaseholders being served notices based on the contract administrator's proposal and their estimated cost of the scheme proposal, in May 2024.

On completion of the Notice of Intention period, the Major Works scheme is sent out to tender in or around September/October 2024.

The Section 20 (second stage consultation) with residents, which includes leaseholders being served notices based on the scheme and the lowest priced compliant tender sum returned will take place in January 2025.

Only after the consultation has been completed, will the Council enter into contract with the contractor.

It is anticipated that works will start on site on or around May /June 2025.

3 - If the C6531 contract can't be shared - would you please share a similar contract or example / case study of a similar Wandsworth building to 2-88 Keevil Drive at William Willison Estate SW19 6TA which has undergone the same level of upgrade and refurbishment so I can have an idea to what to expect or not?

Major Works are currently being carried on similar blocks, 1-32 Stoford Close and 49-111 Beaumont Road. The works include flat window and balcony door renewal, removal of the existing window panels and the installation of fire rated panels, removal of the louver vent, window and panels to the frontage of the block with the installation of automatic opening vents and fire rated panels, external and internal communal decorations.
