Subject: Waste & recycling

Reference: WBC-FOI-00419

How is waste and recycling performance measured? I.e total miss bin or missed per 100k? Also what is the contractual SLA for missed bins?

What has been the missed bin number each month in 2022 for each waste stream, refuse, garden waste, paper, recycling and food or for whatever waste stream is collected within the borough if not seperate?

Also what is the missed bin SLA each month for 2022?

How much has the waste contractor been fined for performance in 2022?

What is the current recycling rate in the borough and what is the current and next target?

Can I have a copy of the agreed waste contract between authority and waste contractor?

This should all be available as this is for last year and there should have already been an end of year report from the waste contractor.

Please note that Wandsworth Council judges that the waste contract is exempt under Section 43 of the Freedom of Information Act. Section 43 states that information is exempt from disclosure if its disclosure would or would be likely to, prejudice the commercial interests of any person, including the public authority holding it. Disclosure of this requested information is likely to prejudice the commercial interest of the Council's contractor, as it could weaken their position in a competitive market by placing market sensitive information in the public domain, and to which other contractors might refer should the Council decide to negotiate with other providers in the future. Disclosure would also be likely to prejudice the Council's ability to secure the best possible value for any future contracts, as companies may be unwilling to provide the full information required if they believe this will be disclosed to competitors. This exemption requires the Council to consider the public interest test and, whilst the Council recognises the public interest in the transparency of the procurement process, it must consider the strong public interest in securing best value for taxpayers. In addition it could be considered that some of the information is provided on a confidential basis on the understanding that it will not be placed in the public domain. As a consequence, the greater public interest lies in withholding these parts of the requested information.

This should all be available as this is for last year and there should have already been an end of year report from the waste contractor?
