Subject: Fixed Penalty Notices (FPNs)

I am carrying out some research on the below and was hoping if you can tell me the answers to the below request:

I would like to know, how many Fixed Penalty Notices (FPN's) , in particular Section 87 of the Environment Act 199, littering and spitting :

  • Fpn were issued from 2019-2021

  • FPN's were cancelled from 2019-2021

  • FPN's were paid in full from 2019-2021

  • How many prosecutions were there for non payment of FPN's from 2019-2021

  • The amount of average costs that were recovered.

  • The number of enforcement officers you have employed issuing these FPN's ( are they in house or contractors )

  • What address verification system you use

  • Are there any incentive schemes.

  • How are related cases linked for persistent offenders.

  • What happens if an incorrect address is received?

I refer to your request for information received on 12 January 2023. Please accept our apologies for the delay. Please see the information below in response to your request: -

  • Fpn were issued from 2019-2021?

    2019: 7,124

    2020: 4,081

    2021: 3,991

  • FPN's were cancelled from 2019-2021?

    2019: 243

    2020: 284

    2021: 466

  • FPN's were paid in full from 2019-2021?

    2019: 4,619

    2020: 2,555

    2021: 2,529

  • How many prosecutions were there for non payment of FPN's from 2019-2021?

    None.

  • The amount of average costs that were recovered?

    The average amount recovered for each FPN issued was £74.19.

  • The number of enforcement officers you have employed issuing these FPN's (are they in house or contractors)?

    Litter FPNs are issued by Council officers and officers employed by the Council's waste enforcement contractor. 10 Inspection & Enforcement officers undertake combined highway and waste duties and can issue litter FPNs. There are up to 6 contractor staff employed in waste enforcement.

  • What address verification system you use?

    Addresses can be verified by Council records and the contractor's trace software.

  • Are there any incentive schemes?

    No.

  • How are related cases linked for persistent offenders?

    Persistent offenders can be identified via the systems.

  • What happens if an incorrect address is received?

    Further investigations are undertaken to confirm the correct details.
