Reductions for Retail, Hospitality and Leisure

From 1 April 2026 instead of a percentage discount on the bill, as in previous years, eligible businesses will have their rates calculated using lower multipliers:

  • 38.2 pence for properties with a rateable value below £51,000
  • 43.0 pence for properties with a rateable value of £51,000 or more (up to £499,999)

Unlike retail, hospitality and leisure relief (RHL), the new rates are permanent, giving businesses certainty and stability. The government is also providing further support for ratepayers losing RHL by reducing the amount their bill can increase – the Supporting Small Business Relief scheme.

Your bill sets out the multiplier used to calculate your liability. If you believe the incorrect multiplier has been used because the property has not been recognised as being wholly or mainly used for retail, hospitality or leisure, please complete the form below.

You must check if you are eligible to receive this relief.

If you have more than one property, a separate form must be completed for each property. 

You will need

To complete the application you will need to provide the following information which can all be found on your Business Rates bill:

  • Your Business Rates account number
  • Details of your property
  • The rateable value of the business (you can find out about the rateable value using the GOV.UK Find a property search tool.

What happens next

If successful, the discount will be awarded to your account, and a revised bill or refund will be issued. If your application is unsuccessful, you will be notified in writing with the reasons for refusal. If your circumstances change following any award of a discount, please remember to notify us immediately.
