In response to a call for trafficcalming measuresin the MayburyStreetareas,the consultation attracted a publicresponse rate of 35% (38 of 109 properties)in the immediate area and the majoritywere in favourofreducing through trafficbetween Blackshaw Road and Tooting High Street(100% of MayburyStreetrespondents, 50% of AldisStreetand 58% of Carlwell Street).The majorityofthese respondents (72%)preferred Option 1, road closureon MayburyStreetatthe junction with Blackshaw Road.

Membersagreed thatthe reportwasgood newsforpedestrians,and it wasgreatto see supportforimprovementofthe publicrealm.A requestwasmade for tree planting and additional cycle routes.Officersconfirmed thatbecause land thathad been reclaimedthe opportunityarose forplanting of trees.However, thiswould need to be considered firstin terms of drainage to supportplanting.

 

RESOLVED: That the Executive be informed that the Committee supports the recommendations in paragraph 3 of the report (Paper No. 21-149)

 

(a)  Note the outcome of the traffic management investigation on Gateside Road;

 

(b)  approve the installation of the kerb build outs and planting; 

 

(c)  approve the upgrade of single yellow lines to double yellow lines at the junctions of Gateside Road and Morven Road

 

(d)  authorise the Assistant Director (Traffic & Engineering) in consultation with the Cabinet Member for Strategic Planning and Transportation to amend the area and sign off making the Traffic Management Order subject to satisfactory demonstration of benefits and resolution of any issues raised.

The Committee considered a report(PaperNo.21-150)by the Directorof Environmentand CommunityServiceson the Combemartin Road ResultsofCPZ Consultation.

 

When making reference to recommendation C (i)and (ii),Councillors feltthatin addition to publishing resultsofthe publicconsultationon the councilswebsite that social mediaand a notice in the councilsmagazine,Brightsidecould be useful. Officersagreed thatthiswould be a useful communication tool.

 

RESOLVED: That the Executive be informed that the Committee supports the recommendations in paragraph 3 of the report (Paper No. 21-150)

 

(a)  note the outcome of the parking consultation carried out in Combemartin Road;

 

(b)  approve the recommendation to extend the Southfields CPZ (S4 sub-zone) operating 1.30pm to 2.30pm Monday to Friday, into Combemartin Road;

 

(c)  instruct the Director of Environment and Community Services to:-

 

(i)  write to the residents to inform them of the outcome of the consultation and decision;

(ii)  publish the results on the Council’s website; 

(iii)  undertake the detailed design of the scheme and make all necessary arrangements to implement the restrictions; and carry out a review 12 months after implementation

The Committee considered a report(PaperNo.21-51)by the Directorof Environmentand CommunityServiceson the Annual Review of Trafficand Engineering Petitions.

 

In response to Membersquestionsrelating to changesand identified emerging trends,officersconfirmed thatduring the 3 years of reviews that an increase in correspondencehad placed a strain on officer resources.The origin of petitionshad shifted fromonline and ward member presentationsat council meetings to officersbeing contacted directly.The department continued to signpostthe public to their WardMember.The currentpreferred option is to submita petition online.

 

The Committee suggested it would be good to see how residents are engaging with the council.  Officers confirmed that there had been an increase in queries and felt that the change in behaviour could be related back to the extended periods that people are spending at home.  There was also recognition that confusion remains between the role of the council and what transport for London are responsible for.

Membersofthe committee received a presentation of the review of parking charges. The previousreview had taken place in 2019.

 

The introduction of a pilotto dedicate parking bays forelectricvehicle charging was welcomed.Someconcernwasraised aboutthe potential hazardsofcablescrossing pavements fromresidentscharging EVsatthe roadside from theirhomes.Aa review of guidance and communicationswasrequested to reduce tripping accidents.

 

Following questionsand comments on the report, the Chairman responded to a query in relation to consultation with mobility groups and confirmed that the issue would be discussed at the next meeting of the Healthy Street Forum.

Officerspresented the reportand informed the Committee thatthe Queenstown Road schemeformed partofthe CouncilsCOVID response.Recommendations contained within the reportwould be implemented using an experimental traffic order.  The long-term redesign would include amixture oftypesofbusstopappropriate foreach location.Consideration would be given to commentsand the outcome offurtherconsultation with stakeholdersincluding the Wandsworth Cycling Campaign.

 

RESOLVED: That the Executive be informed that the Committee supports the recommendations in paragraph 2 of the report (Paper No. 21-155)

 

(a)  Approve the temporary scheme on Queenstown Road implemented via an Experimental Traffic Order to be made permanent

 

(b)  Note the update on the design process for Queenstown Road; and

 

(c)  Approve a public consultation for the section of Queenstown Road between Chelsea Bridge and Queen’s Circus, with the aim of this section of road proceeding to detailed design and construction.
