Finance and Corporate Resources Overview and Scrutiny Committee

Purpose of committee

The Committee’s Terms of Reference are as follows:-

 

To review and scrutinise matters relating to –

 

(a)  policies, developments, or activities of fundamental concern to all or a number of committees;

 

(b)  the formulation and overview of the Council’s financial policies and the setting up and monitoring of its financial control arrangements; the preparation and monitoring of the Council’s programmes and budget; the budget requirement, council tax amounts and annual borrowing limits; council tax and benefits systems administration and performance; business rates arrangements and the Council’s insurances;

 

(c)  general staffing policies of concern to all or a number of committees;

 

(d)  office accommodation, fittings, equipment and services; computer, data processing, telecommunications and associated technology and operations;

 

(e)  the property management account and the review of the Council’s property holdings;

 

(f)  monitoring and auditing of general policies and programmes for the maintenance and improvement of the Council’s properties; the setting of appropriate guidelines for the processing and approval of all capital schemes relating to property;

 

(g)  the management and, where appropriate, disposal of the Council’s industrial, commercial, etc., land and premises; house sales policies; the review and, where appropriate, disposal of all land and premises declared surplus to requirements or released for disposal in accordance with the Council’s approved sales policies;

 

(h)  representation of the Council on outside bodies and relationships with outside bodies in general;

 

(i)  public relations, public accountability and internal and external audit, including general overview of the effectiveness and efficiency of any service undertaken by the Council;

 

(j)  planning for civil emergencies; boundaries of the Borough, electoral arrangements and electoral registration; local land charges;

 

(k)  economic development; the training strategy and access to jobs and the generation of increased employment opportunities; the Council’s relations with local businesses and economic development related organisations; town centre management;

 

(l)  the redevelopment project for the Vauxhall/Nine Elms area;

 

(m) the Council’s Standing Orders; the Procurement Regulations; central purchase of goods, services, materials and equipment (including vehicles);

 

(n)  general monitoring and overview of equalities matters to ensure that the Council’s statutory duties are carried out;

 

(o)  overall policies in connection with financial assistance to voluntary organisations, including London-wide and local organisations; financial assistance to organisations, and performance and governance arrangements for all significant partnerships, concerned with general advice giving, multi-purpose organisations and organisations not falling within the terms of reference of any other committee; and

 

(p)  the preparation and monitoring of the Council’s Environmental Strategy and Action Programme;

 

(q)  the environmental health of the Borough, including infectious diseases, pests and vermin; pollution; food and drugs regulation;

 

(r)  regulatory licensing or registration in respect of environmental health, street trading and public control functions, (but not individual routine applications); general overview of the Council's functions under the Licensing Act 2003 and the Gambling Act 2005 (but not individual routine applications);

 

(s)  trading standards and gypsy and traveller communities;

 

(t)  crime prevention, the Council/Police Partnership, review and monitoring of the community safety strategy; neighbourhood watch, business watch, anti-drugs initiative and similar initiatives; monitoring of the Crime and Disorder Reduction Partnership; monitoring of Safer Neighbourhood Teams;

 

(u)  any matters requiring urgent attention and/or not falling within the terms of reference of any other Overview and Scrutiny Committee.
