What is a Local Area Agreement?
The LAA is a three year agreement negotiated between central government and the local area, as represented by the council and its partners on the WLSP. It contains targets for improving performance in priority areas like recycling, levels of teenage pregnancy and unemployment. It has taken several months of negotiation with Government to agree the LAA which will be used by government to assess how well the council and its partners on the WLSP are delivering for local people.
LAA for Wandsworth 2007/08 - 2009/10
Wandsworth's first ever Local Area Agreement (LAA) was agreed in March 2007. It has a range of targets in it which are carefully monitored by the WLSP.
The LAA also includes 13 special 'reward' targets. These targets promise enhanced performance over the next three years in return for a possible £7.5 million 'reward' for the borough. The reward targets have to meet tough criteria to get approved and must demonstrate that they deliver well over and above what would normally be expected.
The reward targets for Wandsworth reflect some of our most important local issues:-
- Increasing volunteering
- Increasing take up of council tax and housing benefits
- Reducing the numbers of families in temporary accommodation
- Improving GCSE and key stage 3 science results
- Helping more people to quit smoking
- Increasing breastfeeding rates
- Reducing the number of young people who start offending
- Cutting obesity amongst primary age children
- Increasing the number of over 50's who take part in physical activity
- Increasing the take up of Direct Payments
- Helping more adults with physical disabilities to live at home
- Improving the cleanliness of the streets
- Helping victims of domestic violence by convicting more perpetrators and reducing repeat victimisation

New Local Area Agreement Arrangements 2008-2011
New arrangements have been introduced by the Government from April 2008. The new LAA process aims to strengthen local partnership arrangements and help achieve better outcomes locally – particularly in the priority areas that matter most to residents.
The Council and its partners on the WLSP have worked together to identify a maximum of 23 improvement priorities to be part of the new LAA. These priorities reflect the views of residents, partners and follow on from a careful analysis of local needs and service performance. A set of tough improvement targets will have been negotiated with the government and will be monitored carefully over the next 3 years.
