This reflects the increased percentage of households becoming homeless from the private rented sector and the consequent relative difficulty in persuading landlords to not evict. Landlords are engaged in negotiations to refrain from proceeding with the eviction, investigate any underpayment of Housing Benefit which may have caused arrears and draw attention to their subsequent loss of rental income once the property is vacated. However, many cases only become known to the Council once the eviction process is well underway and legal fees have been incurred, and landlords are reluctant to withdraw their action at that stage.
