RESOLVED – That the minutes of the Regeneration and Community Safety Overview and Scrutiny Committee meeting held on 3rd September 2009 be confirmed and signed as a correct record.

Declarations To receive any declarations of personal and prejudicial interests in any of the matters to be considered at the meeting. Minutes: On item 2, Councillor Miss Forbes declared a personal non-prejudicial interest in item 4 as a member of a Safer Neighbourhood Panel and a Neighbourhood Watch. |

Borough Fire Safety Plan To receive, as information, a presentation by Nigel Miles, Borough Fire Service Commander on the key findings and priorities of the Wandsworth Borough Fire Safety Plan ‘How we are making your Borough safer 2009/2012’. Minutes: On item 3, the Committee received an oral presentation by Station Commander Julian Spooner of the London Fire Brigade on the Wandsworth Borough Fire Safety Plan. Following his responses to questions asked by members, the Chairman, Councillor Cuff thanked Station Commander Spooner for attending and for providing members with valuable information regarding the Borough Fire safety Plan and the report was received as information. . |

Structure and Function of SNTs To receive, as information, a presentation by Chief Inspector (Safer Neighbourhoods) Graham Simpson of Wandsworth Police on the structure and function of the Borough’s Safer Neighbourhood Teams, the strategic delivery of safer neighbourhood team policing, key successes and future priorities for action and how the teams will seek to co-ordinate their activities and communicate with the Council and partner agencies.
Minutes: On item 4, the Committee received an oral presentation by Chief Inspector Graham Simpson of the Wandsworth Police Division on the structure and functions of the Safer Neighbourhood Teams (SNTs). Following his responses to questions asked by members, the Chairman, Councillor Cuff thanked Chief Inspector Simpson for attending and for providing members with valuable information regarding the SNTs and the report was received as information. |

To consider report of the Director of Technical Services on a proposal to undertake a review of the current data flow and communications between the Council, Police and Safer Neighbourhood Teams. (Attached) Minutes: On item 5, after discussion, it was
RESOLVED - That the Executive be informed that the Committee supports the recommendation in paragraph 3. |

Battersea Crime (Paper No. 09 - 902) To receive, as information, report by the Chief Executive and Director of Administration on behalf of the officers concerned on the pattern of crime in the Battersea area. (Attached) Minutes: On item 6, the Committee had before them the report by the Chief Executive and Director of Administration on Crime in the Battersea area.
During discussion, the Head of Environmental Services and Community Safety, in response to a request from Councillor Miss Forbes, confirmed that the next strategic assessment report would contain greater demographic details of offenders.
The Committee proceeded to consider the report further and, in response to a request from Councillor Miss Forbes, the Head of Environmental Services and Community Safety undertook to provide details to her of the new Neighbourhood Watches referred to in the report.
The report was received as information.

Drinking Banning Orders (Paper No. 09 - 903) To consider report of the Director of Technical Services on delegation authority to make applications for Drinking Banning Orders under the Violent Crime Reduction Act 2006. (Attached) Minutes: On item 7, the Committee had before them the report by the Director of Technical Services on the proposed delegation of authority to make applications for Drinking Banning Orders under the Violent Crime Reduction Act 2006.
The Head of Environmental Services and Community Safety informed the Committee that there was an omission in the report and that the wording in paragraph 4 should be amended to “…county courts (where a relevant authority, as a party in principal proceedings can apply to adjunct a DBO against a defendant or another individual whose conduct is material to the principal proceedings. Furthermore a relevant authority can apply to join proceedings where it would be reasonable to make a DBO against an individual party of those proceedings.)…”.
The Committee proceeded to consider the report further and, it was pointed out by Councillor Randall that there was an error in the recommendations in that the wording in paragraph 1 should be amended to “…support the recommendation in paragraph 2. …”.
The Committee approved both of these amendments.

Safer Stations (Paper No. 09 - 904) To receive, as information, report by the Director of Technical Services on the progress of the Council’s Safer Stations Initiative in the 2008/9 municipal year and the results of the 2009 annual survey of stations in the Borough. (Attached) Minutes: On item 8 the Committee considered a report by the Director of Technical Services on the progress of the Safer Stations Initiative.
During discussion Councillor Randall asked why the statistics for Tooting Over-ground Station were not included as they had been in previous reports on this initiative. The Head of Environmental Services and Community Safety apologised for this omission but he pointed out that these details were contained in the main statistical document that had been place in the Members Room.
The report was received as information.

On item 11, the Head of Environmental Services and Community Safety informed the Committee that Paragraph 97 (Table 3) should state “No. of racial incidents recorded by the Council/100,000 population”.

Petition - Shuttleworth Road CCTV Request (Paper No. 09 - 909) To receive, as information, report by the Chief Executive and Director of Administration on the submission of a petition requesting CCTV in the Shuttleworth Road area, SW11 (St. Mary’s Park) (Attached) Minutes: Item 13 was received as information.

Progress Report (Paper No. 09 - 911) To receive, as information, report by the Chief Executive and Director of Administration on the Committee’s capital expenditure and progress of major schemes, the implementation of agreed policies in relation to the Committee’s remit, progress made on key issues during the first half of 2009/10 and the half yearly results of top-line indicators for 2009/10. (Attached) Minutes: On item 14, at the suggestion of Councillor Randall, it was agreed that a report on the deployment of the Mobile CCTV vehicle would be submitted to a future meeting of the Committee.
