RESOLVED – That the minutes of the Planning Applications Committee held on 9th October 2008 be confirmed and signed as correct.
The minutes were thereupon signed by the Chairman. |

PERSONAL AND PREJUDICIAL INTERESTS |
|
|
Declarations To receive any declarations of personal and prejudicial interests in any of the matters to be considered at the meeting. Minutes: On item 2, and in relation to Paper No. 08-956A, Councillor Randall declared a personal but non-prejudicial interest in the application relating to The Castle Public House, 38 Tooting High Street (2008/4034 – pages 89 to 92) as a member of the Tooting Town Centre Partnership insofar as the Partnership had submitted comments on the proposals. Councillor Martin D. Johnson then informed the Committee that in his role as Cabinet Member for Housing he had held discussions with the Director of Housing on various sites in the Borough and that he might therefore be considered to be pre-determined on applications relating to Woking Close (2008/3618 – pages 105 to 111 of Paper No. 08-956A), Land between Longhedge Close and Shaftesbury Christian Centre, Austin Road (2008/4088 – pages 1 to 3 of Paper No. 08-957) and Car Park, Frogmore, north-east of Westminster Court (2008/4207 – pages 4 to 7 of Paper No. 08-957) and that he would leave the room and take no part in discussion or decision on these applications. |

CONTROL OF DEVELOPMENT |

84-88 Upper Richmond Road (Paper No. 08 - 955) To consider report of the Borough Planner on proposed development at 84-88 Upper Richmond Road, SW15 (East Putney). (Attached) Minutes: On item 3, the Committee had before them the report by the Borough Planner on proposed development at 84-88 Upper Richmond Road. On this application, the Leader of the Council exercised his right under the Council’s constitution to address the Committee. The Borough Planner then introduced the paper and lengthy debate ensued with contributions from Councillors Mrs. Usher, Ms. Torrington, Belton, Penfold, McCausland and Martin D. Johnson. After discussion it was then
RESOLVED (by 8 votes to 0) – That planning permission be refused on the grounds set out in the report.
The Chairman asked that members contact him or the Committee Secretary if they had any views regarding whether future lengthy reports on individual applications should be produced as a separate paper rather than being included in the main applications report to the Committee. |

Applications (Paper No. 08 - 956) To consider report of the Borough Planner on applications to develop in the Borough, together with his recommendations. (Attached)
Additional documents: Minutes: On item 4, the Committee considered the report of the Borough Planner on applications to develop in the Borough. The Committee agreed that Councillor Senior – not being a member of the Committee – could speak as ward councillor in relation to the application on Devas Club, 2a Stormont Road (2008/4193, 4196 – pages 78 to 84). Members also agreed that this application be considered first before reverting to the order of the cases set out on the agenda. After due consideration of the applications set out in the report it was
RESOLVED - (a) That in the case of the application relating to 77 Lacy Road (2008/3251 – pages 39 to 45) planning permission be granted subject to the conditions set out in the report, with an amendment to condition 06. to read “Notwithstanding the drawings hereby permitted details of the proposed replacement to the shopfront …”;
(b) that in the case of the application relating to Builder’s Yard, Magdalen Road (2008/3941 – pages 57 to 60) a variation of condition 12 of the planning permission 2006/4586 be granted, subject to the applicant meeting the costs of preparation and completing a deed of variation between the Council and the applicant to secure the variation of the Section 106 agreement dated 23rd January 2008 in a form to be approved by the Borough Planner in consultation with the Borough Solicitor, and subject to the condition set out in the report;
(c) that in the case of the application relating to Roehampton Priory Hospital, Priory Lane (2008/3969 – pages 64 to 67) planning permission be granted subject to the conditions set out in the report, with the deletion of condition 10 set out in the report, the re-numbering of condition 11 to 10, and the inclusion of an additional condition below:-
11. Standard 12 Details of facilities for disabled people;
(d) that in the case of the application relating to The Idle Hour Public House, 22 Putney High Street (2008/4219) a variation of condition 4 of the planning permission 95/W/95 be granted as set out in the report.
The Director of Technical Services confirmed that Operational Services would investigate the unauthorised placing of chairs/tables on the pavement;
(e) that in the case of the application relating to Devas Club, 2a Stormont Road (2008/4193, 4196 – pages 78 to 84) planning permission be granted subject to the conditions set out in the report.
The Borough Planner was instructed to draw the applicants’ attention to concerns relating to screening, set back from boundary and obscured surfaces;
(f) that in the case of the application relating to Woking Close (2008/3618 – pages 105 to 110) planning permission be granted subject to the conditions set out in the report, with an amendment to condition 13 to read:-
Notwithstanding the scheme hereby permitted, full details of servicing and access arrangement for the development shall be submitted to and approved in writing by the local planning authority, prior to the commencement of the development. RESOLVED – That the recommendations set out in the report be adopted, subject in the case of Car Park, Frogmore, north-east of Westminster Court (2008/4207 – pages 4 to 7) to the inclusion of additional condition 13 to read:-
Surface water source control measures shall be carried out in accordance with details which shall be submitted to and approved in writing by the local planning authority before development commences. Where infiltration measures are proposed, the soakaways shall be designed in accordance with BRE365 and take into account climate change. |
