Local Planning Application Requirements (LPAR) 2017
In line with national guidance, local planning authorities should publish a Local Planning Application Requirements (‘local list’) of their information requirements for applications. This also includes information on national planning application requirements.
We are now consulting on a revised Local Planning Application Requirements list, which contains the documents requested at national and local level that need to be submitted with an application in this borough in order for it to be validated. The submission of the right information is a significant factor in making timely and good quality decisions on planning applications within the statutory periods.
The aim of the Checklist is to set out clearly for anyone submitting an application what is required by the Council to determine an application, which increases the certainty for consultants, developers, neighbours and community groups, while also ensuring a timely response by the case officer and Council. The Checklist has been produced in line with national guidance and informed by policy and guidance documents, and therefore items and requirements on the local list are only requested where they are proportionate to the nature, scale and location of the proposed development, and on matters that are relevant, necessary and material to the application.
We have aimed to strike the right balance between ensuring that the right information is submitted in support of an application to allow an assessment against the policies set out in the Local Plan, whilst at the same time not placing any unnecessary burden on those preparing and submitting applications.
The proposed updated text to the Local Planning Applications Requirements list reflects the latest position regarding the details of the individual requirements.
- Daylight and sunlight assessments are no longer required at validation stage. Assessments are now required at separate request of the Council after assessing the site specific circumstances.
- Landfill application details have been removed as it is highly unlikely that an application would be submitted.
- A new requirement for a full viability appraisal to be submitted at the validation stage as well as further information required in the affordable housing summary statement. The Council will now require a full viability appraisal, a redacted version, and an Executive Summary. These have been added for clarity to ensure that viability can be assessed at the start of the determination period.
- The Town Centre Uses section has been separated into three independent sections, Sequential Test, Retail Impact Assessment and Marketing and Justification Report, as this allows for clarification of what is required.
- BREEAM energy requirements are now set out separately.
- The requirement for a Heritage Statement is now set out separately.
- Requirements which are currently covered elsewhere have been separated out for an odour assessment, heliport notification criteria, Site Waste Management Plan for major applications, Student Housing Management Plan, and tall buildings impact assessment.
