The Junior Citizen scheme uses 12 scenarios to cover the following issues:

- Fire safety
- Personal safety
- Citizenship
- Home safety
- Rail safety
- Graffiti and vandalism
- Dangerous substances
- Stranger in the street
- First aid
- Water safety
- Road safety

The topics are regularly reviewed to ensure that current issues and concerns are addressed. Teachers and children are asked to comment on the programme. The Education Inspectorate conducts a rigorous inspection and always praises and commends the programme as being informative, stimulating and challenging.
