Factors which impact on the guidance contained in the SPGs are indicated below.
The Council is also developing Supplementary Planning Documents (SPDs) as part of its LDF. A draft Planning Obligations SPD has been approved for consultation. Consultation on the document took place in September/October 2011.
With the exception of the provisions in relation to affordable housing, this document will not be effective until the Council's Community Infrastructure Levy is operative. This is not expected until 2012. The Council has however agreed that the guidance on affordable housing in the draft Planning Obligations SPD should be used in negotiating S106 agreements and that a 5% charge should be added in all new S106 agreements, subject to a ceiling of £250,000 over the lifetime of a scheme, to pay for administration costs.

Health centres
Doctors surgeries, health centres and other primary health care facilities. This document will no longer be a material consideration following the adoption of the DMPD.
Personal safety and security
Design guidelines for personal safety and security. This document will no longer be a material consideration following the adoption of the DMPD.
Commercial kitchens
Extract ventilation systems for commercial kitchens. This document will no longer be a material consideration following the adoption of the DMPD.
The document covers the erection of commercial extraction ducts, which may also require a temporary structure licence under the London Building Acts (Amendment) Act 1939. Part IV Special and temporary buildings and structures - Section 30 applies to the erection or retention of certain temporary buildings and structures that are not covered by the Building Regulations 2000).
