Highways licensing

Guidance notes: Application for a licence to erect or place a hoarding, a scaffold, portaloo/portacabin etc

This information applies to any application for a licence to erect or place a hoarding, a scaffold, portaloo/portacabin, container, mobile tower, conveyor belt or compressor (pursuant to the Highways Act 1980).

A separate application form must be submitted for each type of licence required. All initial applications must be submitted a minimum of five clear working days before the licence is due to commence. Requests to renew an exisiting licence may be made by phone, giving a minimum of three working days notice prior to the expiry of the initial licence. Failure to do so will result in a new application form needing to be submitted.

A copy of your up to date Public Liability Insurance Policy must be supplied with each application (it is a legal requirement to have Public Liability Insurance).

The council reserves the right to refuse applications where it deems the location unsuitable.

Once an application has been submitted, the licensee must contact the Enforcement Officer on (020) 8871 6711 to arrange a site inspection before erecting or depositing any of the above.

No refund of licence fee will be made if an application is cancelled due to no fault of the council.
