Waste Fixed Penalty Notices (FPN) and Penalty Charge Notices (PCN)
Make a payment
You can pay for a FPN for
- dropping litter in a public place
- failure to produce waste disposal records
Or, for a PCN for
- littering from a vehicle
- waste receptacle offence
Pay by phone using your debit or credit card on 020 8871 8558.
Pay by post attaching the completed payment slip on the FPN or PCN to your cheque or postal order. You should not send money in the post. Cheques should be made payable to Wandsworth Council.

Terms of a Fixed Penalty Notice
If you receive a FPN you can either pay the penalty within 14 days of the notice or you can request a court hearing. If you request the court hearing you are likely to be prosecuted for littering. There is no appeals process.
Terms of a Penalty Charge Notice
The PCN must be paid within 28 days of the date of the notice.
If the PCN is paid within 14 days from the date of the notice, the amount of the charge will be reduced by 40% (£60 for littering from vehicles and £66 for waste receptacle offences).
If the PCN is not paid before the end of the 28 day period it may be increased by 100% (£200 for littering from vehicles and £220 for waste receptacle offences).
We will tell you if the penalty charge has increased.
Challenging a Penalty Charge Notice
You may be entitled to appeal against a PCN.
