How to challenge a Penalty Charge Notice (PCN)

Bus lane contraventions

The registered keeper or the person we believe to be the keeper of the vehicle at the time of the contravention will be issued an Enforcement Notice.

The Enforcement Notice is issued 28 days after the issue of the PCN if it remains unpaid.

Appealing

An informal representation can be made within 14 days of the PCN issue date. A formal representation against the issue of the PCN can only be made within 28 days of the Enforcement Notice.

The grounds for formal representation are as follows:

  • A - I never owned the vehicle
  • B - I ceased to be the owner of the vehicle before the date of the alleged contravention
  • C - I became the owner after the date of the alleged contravention
  • D - There was no breach of the bus lane Order or Regulation
  • E - At the time of the alleged contravention the person in control of the vehicle was in control without my consent

About Bus Lane contravention

A PCN issued for a Bus Lane contravention is issued by virtue of the London Local Authorities Act 1996 (as amended).
