Response to DfT consultation on economic regulation for airports
2M councils want a new regulator for aviation with powers of price, competion and environment.
Hounslow, Hillingdon, Richmond and Wandsworth councils said consultation proposals for the CAA failed to provide reassurance on the environmental impacts.
The councils called for a new organisation which would attach equal importance to economic and environmental targets.
They said the opportunity was being missed to tackle noise nuisance, local air pollution and road and public transport congestion.
They called for an entirely new regulatory body to provide clarity as to the relationship between government and regulator. This role could not simply be grafted onto the existing responsibilities of the CAA.
