Waste Enforcement officers are on patrol in the borough day and night. They investigate reports of dumped rubbish and attempt to identify where it has come from.

Our officers help to keep our streets and public areas clean by:

  • Educating residents and businesses about their duties and responsibilities in dealing with their waste.
  • Monitoring the work of the street cleansing contractor and ensuring that action is taken if a road is found to be unacceptably dirty.
  • Enforcing waste related legislation, issuing fines or prosecuting individuals and organisations found to be responsible for fly-tipping.

Our Waste Management Enforcement Policy describes the type of enforcement activities we undertake and the types of offences likely to result in action against those causing them.

Maintaining high standards

To make sure that high standards are maintained, officers from our Street Care Team carry out regular inspections. If the street cleaning contractor does not reach high standards they are penalised financially. The contractor, Connaught Environmental Ltd, also has his own team of supervisors to check that all work is done properly.

Keeping streets litter-free

Our enforcement officers have the power to issue an instant £80 fine to anyone seen dropping litter in a public place, which can increase to as much as £2,500 if payment is not made within a 14-day period.

    A recent anti-litter exercise resulted in the issue of six on-the-spot fines. This is a great improvement on previous occasions, where Officers have been known to issue more than 30 Fixed Penalty Notices. Failing to pay a fine can result in magistrates ordering a much greater payment in court.

    More people are using Stubbi's rather than throwing cigarettes on the ground, and the new bins on Tooting Broadway have built-in ashtrays people can use before putting their cigarettes in the bin.
