Guide to planning policy

Our planning policies aim to protect and enhance the quality of life and improve economic and social opportunities. They are the basis for promoting and controlling development in the borough.

We are preparing a Local Development Framework (LDF) which will consist of a series of documents. The most important of these is the Core Strategy, which sets out our spatial vision for Wandsworth and a strategy for how this vision will be achieved. The Development Management Policies Document (DMPD) and Site Specific Allocations Document (SSAD) will support the strategic objectives set out in the Core Strategy.

The current adopted development plan for the borough comprises:

The DMPD and SSAD were subject to independent Examination and were found sound on 15 December 2011. You can view the Inspector's binding report on the DMPD and SSAD page.  Although until adoption, the DMPD and the SSAD are not formally part of the Development Plan for the Borough, the Council has agreed to use the DMPD and the SSAD as a material consideration in the assessment of planning applications, and the documents will now be accorded more weight following the receipt of the Inspector's report.

The Council's timetable for production of LDF documents is set out in the Local Development Scheme.

We have adopted a Statement of Community Involvement (SCI) which sets out policy for involving the community in the preparation, alteration and review of planning policy documents and in deciding planning applications.

Supplementary Planning Guidance (SPG) and Supplementary Planning Documents(SPD)

The Council has a range of supplementary planning guidance which support the policies in the Council's Development Plan.  The Council's LDF documents indicate that the majority of SPGs remain relevant. 

The Council consulted on a new Planning Obligations SPD in September October 2011, and following any amendment, the Council is expect to adopt the SPD to come into effect at the same time as the introduction of the Borough's CIL.

Community Infrastructure Levy

Although not formally part of the LDF, the Community Infrastructure Levy (CIL) will be used to help provide the infrastructure necessary to support the delivery of the LDF.  In London both the Mayor and boroughs can set CILs.

The Mayoral CIL is currently subject to Examination and is expected to come into effect from 1 April 2012.  The borough is expecting to submit its CIL for Examination in February 2012, and it expected to come into effect in summer/autumn 2012.
