Community Infrastructure Levy (CIL)
The Community Infrastructure Levy (CIL) is a new levy which local authorities and the Mayor can charge on developments to fund infrastructure needed in the local area. It will largely replace the existing system whereby developers negotiate infrastructure payments on a project by project basis.
Following the procedures set out in the CIL Regulations, including two rounds of public consultation, the Council submitted its Draft Charging Schedule for Examination on 14 February 2012. The Council's Charging Schedule indicates the charges for different types of development in Nine Elms (two areas), Roehampton and Wider Wandsworth (the remainder of the Borough).

Examination of the Council's CIL Charging Schedule
The Examination of the Council's Charging Schedule was undertaken by Nigel Payne BSc (Hons) DipTP MRTPI MCMI.
Public hearing sessions, forming part of the Examination were held in April 2012. The Examiner's final report was received on 23 May 2012 and concluded that the Council's Charging Schedule provides an appropriate basis for the collection of the levy in the area and should be approved.
During examination, the Council provided evidence to support the Charging Schedule and demonstrated that the levy is set at a level that will not put the overall development of the area at risk.
Next steps
A final decision on adopting the levy is expected to be made by a meeting of the Full Council on 11 July 2012, with the Council's CIL expected to be introduced between 1 October and 1 December 2012 (date to be confirmed).
