In the 50s and 60s, inner London boroughs like Wandsworth and Battersea were transformed by massive rebuilding schemes. At first, London County Council and the local authorities build low-rise flats and cottage estates. However, the housing shortage was not being solved quickly enough and both Conservative and Labour Governments opted for a vigorous programme of high-rise building. Many local people moved to the outer suburbs, like Croydon, or to one of the new towns, such as Crawley.
