Summary of requirements

If you exhibit or train performing animals and live in the Borough of Wandsworth you must be registered with us. If you have no fixed place of residence in the UK you must register with a Local Authority of your choosing. Applications must contain details about the animals and the performances they are to take part in.

The register is open for public inspection. You may seek to vary your registration at any time.

The following offences and penalties apply under the legislation:

  • exhibiting or training a performing animal without being registered;
  • if registered, exhibiting or training a performing animal with respect to which or in a manner to which he is not registered;
  • failing to comply with a Court order;
  • obstructing or delaying a police officer or local authority officer in the execution of their powers;
  • concealing any animal with a view to avoiding an inspection;
  • failing to produce the required certification;
  • applying to be registered when prohibited from being so registered.

Any person found guilty of any of the above offences shall be liable on summary conviction to a fine not exceeding £1,000. The court may order for the registration to cease and for the defendant to be either permanently or temporarily disqualified from registration.

Where it is proved that the training or exhibition of any performing animal has been accompanied by cruelty, the court may prohibit the training or exhibition of the animal, or may impose such conditions as they see fit. This information shall be entered on the public register.

Eligibility criteria

We cannot register you if you have received a court order prohibiting you from training or exhibiting performing animals.

A one-off fee of £138 is payable for registration. Where an application for a licence is refused then the fee element covering the additional visit by the officer from the Corporation of London's veterinary service will be refunded, less the administrative charge for the refund process.

Application evaluation process

Prior to registration we will visit you and we will be accompanied by an officer from the Corporation of London's veterinary service. We will decide on your registration within 14 days of that visit.

Will tacit consent apply?

Yes. This means that you will be able to act as though your application is granted if you have not heard from the council by the end of the target completion period.
