Summary of requirements
To put a builder's skip/materials on a public road, you need a skip/materials permit from Wandsworth Council.Deadlines for applications
Initial applications
All initial applications must be submitted a minimum of five clear working days before the licence is due to commence. The day of submission is not included. If an extension to a bay suspension for a skip or materials licence is request within a period of 35 days since the previous licence then the Tier 3 rate will be charged.
Renewals
Applications to renew an existing licence may be made by phone or online, giving at least three clear working days notice prior to the expiry of the existing licence. Failure to do so will result in a new application needing to be submitted.
Please provide all information required as the application form will be returned if incomplete.
Site inspections
Before placing items on the public highway the licensee must contact the enforcement officer on 020 8871 6711 to arrange a site inspection.

Red Routes/Transport for London Road Network (TLRN)
For skip/materials on a Red Route/TLRN, please contact Transport for London (TFL) on 0207 536 3626.
Suspensions
Parking suspensions are granted for specific reasons and cannot be used for the parking of personal vehicles whilst in force.
Roll-on, roll-off storage containers and grab lorries
Roll-on, roll-off storage containers are not allowed within the Wandsworth Borough, as they do not meet the Builders Skip (Markings) Regulations 1984, and they are bigger than the maximum measurements of a skip.
The use of grab lorries to empty skip containers is not permitted in the borough
Payment
Applicants must include the appropriate charge with any application; alternatively credit card payments can be made by telephone on 020 8871 8871 (option 4 then 1). (Please do not send cash in the post.)
Licences are not transferrable and remain the responsibility of the applicant.
Refund of highway licence fees and inspection fees
If a licence application is cancelled after it has been processed by the Council but is not yet active on site then the cancellation will incur a £10 cancellation charge. If a licence is cancelled after it has been activated on site the cancellation will incur a £20 cancellation charge and there will be no refund of the Licence fee or the Inspection Fee
Licence bay suspension refunds
Refunds for Bay suspensions will incur an administration charge of £10 if licence cancelled by the applicant or their representative prior to the signs being erected and £20 after the signs have been erected. The refund of the bay suspensions fees will be based upon the period from when the signs are removed from site once we have been advised of the cancellation and will be calculated from the first full day following the removal of the signage from site.

Permission may be given subject to conditions which may relate to the following:
- siting the skip
- skip dimensions
- making skips visible to traffic
- safe materials are deposited
- lighting and guarding of skips
- skip removal

We would always advise that in the event of a complaint the first contact is made with the trader by you - preferably in the form a letter (with proof of delivery).
