Our regular performance monitoring includes performance against a number of equality indicators.
These indicators are either national performance indicators or our local indicators, which have been developed to reflect local circumstances or need.
Indicators include:
- Percentage of older people (aged 65+) achieving independence through rehabilitation/intermediate care following a hospital episode,
- Relationship of a) percentage of older service users receiving an assessment from minority ethnic groups to b) percentage of older people from ethnic minority groups percentage of adults with learning disabilities known to the Council in settled accommodation at time of assessment or latest review
- Percentage of adults with learning disabilities known to the Council in paid employment at time of assessment or latest review
- Uptake rate of breast cancer screening in female population aged 50-70
- Early Access for Women to Maternity Services
- Percentage of all children with a 'special needs statement'
- Narrowing the gap: percentage point difference between pupils with special educational needs and their peers at KS2 (English and Maths, Level 4 and above)
- Narrowing the gap: percentage point difference between pupils with special educational needs and their peers at GCSE (5A*-C inc Eng & Maths)
- Achievement gap between pupils in the Black and Minority Ethnic groups and all pupils at KS2 and KS4
- Ethnic composition of offenders on Youth Justice System disposals
- Percentage of Council buildings in which all public areas are easy for disabled people to use
- Number of hate crime incidents reported to the Council
- Repeat incidents of domestic violence
- Number of properties where major disability adaptations have been completed
- Percentage gap between number of black residents aged 16-24 claiming JSA and other residents aged 15-24 claiming JSA (based on 12 month average)
Departmental indicators
In addition to these indicators our departments also collect and review information on who is using their services.
- Our council housing resident profile and allocations of properties
- Attainment
- Hate crime and actions put in place to encourage reporting and tackle hate crime, and community reassurance.
- Domestic violence and the support in place for victims
- Health outcomes, a summary of the main themes of the Joint Strategic Needs Assessment (JSNA) and the data used to produce the JSNA
- Our latest residents survey. The paper highlights if there are differences in perceptions by protected characteristic and notes that 86% of residents surveyed agree that their neighbourhood is a place where people from different backgrounds get on well together.
Annual Quality Performance Reviews
Services also publish Annual Quality Performance Reviews (AQPR). You can search for APQRs by using the search function. Examples of AQPRs published in 2011/12 include:
- Independent Living Scheme

- Leisure and Sports Services
- Special needs and children with disabilities
Equality Impact Assessments
We also publish Equality Impact Assessments (EIAs), which as part of their required analysis contain information on service user profiles by protected characteristic as such they area good source of information on who uses our services.
All EIAs are published as part of Committee papers. This is to ensure their findings can be reviewed in context. Search for EIAs using the Committee Document search function.
