Who manages Council bicycle lockers?
The non-residential section within the Housing Department maintains the bicycle locker waiting lists and offers and lets vacant bicycle lockers. The section is also responsible for the management and repair of bicycle lockers, although the tenant is responsible for all locks.
Can anyone rent a bicycle locker?
Any individual can rent a bicycle locker, but we give priority to Council tenants and leaseholders living on estates. Bicycle lockers let to non-estate residents and businesses will be subject to VAT.
What can I use the bicycle locker for?
The locker can only be used for the storage of a bicycle. Other uses are not permitted and will result in the termination of the tenancy.

What are the waiting list priorities?
Each application will be prioritised according to the following:
- Priority 1 - all Council weekly tenants and resident leaseholders wishing to rent a bicycle locker for storing a bicycle on the estate on whcih they live.
- Priority 2 - all other applicants wishing to rent a bicycle locker for storing a bicycle. Priority one applicants wishing to rent more than one bicycle locker.
The Director of Housing has the authority, on a case by case basis, to depart from the strict order of bicycle locker allocations in circumstances he considers warrant such action e.g. a serious medical condition or the wider benefit of the community.
Are applications taken in order?
Within each priority, applications are dealt with in strict date order.
Please note
Council tenants and leaseholders in rent or service charge arrears may be refused a bicycle locker allocation and the Council reserves the right to repossess a bicycle locker in circumstances where the tenant or leaseholder subsequently falls into arrears of rent or service charges. All bicycle locker tenants risk having their bicycle locker repossessed should they fail to pay their bicycle locker rent, not use it for the agreed purpose or sub-let it to any third party.
What are the charges, and do I have to pay VAT?
Rent charges vary according to location. You will be advised of the weekly rent when you are offered a bicycle locker tenancy. VAT is charged on all lettings to non-Council tenants, leaseholders and freeholders.
What do I do when I receive an offer?
Contact the non-residential section to arrange a viewing of the bicycle locker to ensure it is suitable for your needs. If the bicycle locker is not suitable you should advise the non-residential section within 3 days of the viewing and tell them whether you wish to remain on the waiting list.
If you wish to rent the bicycle locker you must provide proof of identity. Your tenancy agreement will be posted to you along with details on how to pay the weekly rental charge.
What do I do need to do if I move address?
It is your responsibility to advise the non-residential section if you move address or relinquish your tenancy, as rent will continue to be charged to your account until such time as proper notice is given. In most instances you will be required to surrender the bicycle locker tenancy, clear the bicycle locker of contents and remove your lock from the bicycle locker door, but the non-residential team will advise you further on this.
