Time banding restrictions and where they apply

Our campaign

We have an ongoing trade waste time banding campaign to clean up our town centres and make them brighter, safer and more prosperous.

What is 'time banding'?

Trade waste time banding restricts the times and manner that trade waste can be left on public footways in town centres. This banding affects only those business premises within the defined area where their waste is collected from the public footway, and not inside the premises.

The time restriction came into effect from 6 April 2009 in Tooting and the remaining four town centres (shown in the map below) were implemented from January 2010.

The time banding regulations were first implemented in Tooting Town Centre in April 2009. This was the first time powers under the Local Authorities Act 2007 had been used in this way and the initiative led Wandsworth to be "highly commended" at the Keep Britain Tidy Awards in March 2010.

Cleanliness levels in Tooting after the introduction of the time band was introduced in April have been astonishing, a marked improvement - thank you to all concerned.

A few businesses still aren't following the rules properly but overall it is much better and the streets are cleaner most of the time.

Our local business association was initially worried that the council would use this as a way of issuing a lot of fines. This has not been the case; as long as you have a valid contract with an authorised waste carrier and do your best to comply with the regulations the council will provide advice and support.
