Policy BIN1
New industrial, business and warehouse development and the subdivision or extension of existing industrial, warehouse or business premises will be permitted where:

(a) the use is compatible with the amenities of surrounding areas;
(b) access and servicing arrangements are satisfactory; and
(c) an appropriate level of off-street car parking is provided subject to the maximum levels set out in  Appendix 3.

Policy BIN2
In Industrial Employment Areas development will be permitted if it is for the expansion, conversion or redevelopment of sites or premises for business (B1), industry (B2), and/or warehousing (B8) use. Business schemes must be designed so as to be capable of use by all types of use within class B1.Residential use is inappropriate in these areas. Community service uses will only be permitted if:

(a) no other suitable site is available;
(b) the site is readily accessible to its users;
(c) the use would not harm the operations of adjoining firms or the wider area; and
(d) the location is environmentally suitable for the use.

Policy BIN3
Development, including change of use, which would cause the net loss of purpose built office floorspace (Class B1(a)) in the town centres will only be permitted if the buildings are not suitable or are not capable of being adapted for modern business use.

Policy BIN4
Change of use of small offices (B1a) above ground floor to housing in environmentally suitable locations in town and local centres will be permitted except where there is a need for such accommodation to provide essential service and associated uses, in which case the amount of such floorspace in a centre and vacancy levels and duration, will be taken into consideration.

Policy BIN5
On sites last used for business, industry or warehousing situated on the main road network outside the IEAs, WTPA and Town Centres, development will only be permitted if at least 30% of the floorspace is for employment generating uses, unless the size or location of the site precludes a satisfactory mixed development.

Policy BIN6
Intrusive open air operations and other intrusive and  general industry uses (B2) will not be permitted where they would cause significant harm to the surrounding environment through the generation of noise, smell, dust, traffic or other forms of pollution.

Policy BIN7
Proposals for car repair workshops and garages will be acceptable where:

(a) there would be no significant impact on surrounding occupiers by way of noise, smell or other nuisances.
(b) there is adequate space for off-street parking, manoeuvring and vehicle storage;
(c) the use is adequately screened from surrounding occupiers; and
(d) the hours of operation are controlled to avoid disturbance to nearby occupiers.
