Answer:
Town centre areas are always busy - the council chose the 9am to 11am band as it is after the morning rush and before lunchtime.  Existing problems with rubbish should be reduced if shops only put their rubbish adjacent to their street entrance at the set times. Similar times were tested in Tooting and Balham and the review confirmed an improvement in the area.

Q: My premises shut at 10 pm. If I leave my rubbish out between 9pm and 11pm, and it is not collected, how can I be held responsible and face a fine?
