Q: Why has trade waste time banding been brought in when I have never heard of an issue with regard to fly-tipping in the shopping area?

Answer:

There is a borough-wide problem with black bags and other refuse being left on the pavement other than just prior to collection times. The council's street cleaners pick up in the region of 100,000 sacks and other minor fly tips a year from the streets. The new regulations should reduce this problem and eventually save money. The initiative was trialled successfully in Tooting and now operates successfully in the remaining town centres, having greatly increased the cleanliness of the areas.
