If you are not entitled to Council Tax Benefit but have an adult in your household who is in receipt of benefits or on a low income, you may be entitled to Second Adult Rebate which can reduce the amount of council tax you pay by up to 25%.
The rules for claiming Second Adult Rebate are different to the rules for claiming Council Tax Benefit because the income and capital of the claimant is not taken into account. Only the income and capital of the second adult(s) is counted.
A second adult cannot be:

a partner
-
a tenant/boarder
-
a joint tenant
-
a person who is disregarded for council tax purposes such as a student.
