Overview

Last year the Council received a petition from some residents of Avoca Road requesting the introduction of traffic calming measures to reduce vehicle speeds and for the partial footway parking bays to be relocated fully into the carriageway.

Whilst the petition did not meet the Council’s criteria for further traffic calming measures, your Ward Councillors have repeated the request for the Controlled Parking Zone (CPZ) bay arrangement to be reviewed.  Officers in the Council’s Parking Policy Team have therefore reviewed the existing parking bay layout and have designed a proposed revised layout which relocates the bays from the footway to the carriageway.  Officers believe that whilst the proposed design includes new passing places, to enable vehicles including emergency services and other larger vehicles to pass each other, the repositioning of the parking bays from partial footway to fully within the carriageway, will result in an increase in the total number of parking spaces.  Officers estimate that as many as 13 additional car spaces would be available as well as providing additional footway width for pedestrians and having a traffic calming effect.  

Following further communication with your Ward Councillors and the lead petitioner, the proposed new bay layout  has been finalised (see here) and the Council is now seeking your views or comments before requesting the necessary approval to amend the Traffic Management Orders governing the existing yellow line waiting restrictions and parking places.

The Council would like to demonstrate that the proposed relocation of the parking bays into the carriageway has the support of local residents, so a good response is very important.  Please respond to all questions even if you don’t own a vehicle, oppose the CPZ or amendments to it, because parking controls may still affect you or your visitors.

What next?

All views and comments received by the closing date will be considered together with all other relevant factors and a report presented to the Cabinet Member for Strategic Planning and Transportation. 

If the proposed relocation of the parking bays into the carriageway are supported and subsequently approved by the Cabinet Member, it would be necessary to undertake a Statutory Consultation which includes advertising the proposed changes in the local press and consulting with Statutory Consultees including the Emergency Services.  Providing there are no upheld objections, the Traffic Management Orders governing the existing parking bays and sections of yellow line waiting restriction would need to be amended before any changes can be made on street.
