We have three types of application form for the depositing of skips and the depositing of materials on the highway. Which form you use and what you need to complete in the first section of the form will depend on whether you are a private individual or applying as someone who is part of, or an employee of, a business.

Householder
If you are a householder seeking permission, for instance, to place a skip or materials on the road outside your property, then you should use the version for a "Householder".

You should complete section 1A and section 2A for Skips and/or section 2B for Materials. You need to be aware of your responsibilities as a Licencee of a skip or materials.

Sole owner or business partner
If you are seeking a licence in connection with the activity of a business, such as a building firm or a skip hire firm, you need to know how it is constituted. If you are either the sole owner of an un-incorporated business or you jointly own and run the business with other individuals in a partnership, then you need to use the "Individual" form ensuring the section stating ownership is completed and that the business name and address and telephone number are given. You should complete Section 1C and Section 2A for skips and/or Section 2B for materials

Limited Company
If you are a Director or Manager or Employee of a business which is a Limited company, then you will need to use one of the separate "Company" forms. If a firm is constituted as a limited company then its name will end with the words "Limited", "Ltd", or "Plc", though it may have a separate trading name. You should complete Section 1B and 2A for skips and/or 2B for materials.

Again if you are not absolutely sure of, for instance, the company's registered office address or full name then you should refer to a "letterhead" on which the company is obliged to accurately state such matters.

If you are unsure as to any details, you should refer to you letterhead, which for a partnership must include the business name, details of partners and the business address.

If you are an employee, authorised to apply for a licence, you will need to state your full job title.

You may be asked to provide proof of your identity or verification of other information. If you are not able to complete the form satisfactorily then we will not be able to accept your application.

Skip licenses and material licenses within a controlled parking zone include a bay suspension outside the property.

For inspections, the licensee must contact the Enforcement officer on 020 8871 6711 to arrange a meeting BEFORE depositing materials.

  • All applicants should study carefully the standard conditions and statutory extracts with the application and the special conditions on the licence itself. These set out what your obligations are as to, for instance, lighting and fencing.
  • No refund of licence fee if application is cancelled OR dates altered due to no fault of the Council.
  • In order for the Council to process your applications on time, ALL licence applications and extensions MUST have FIVE WORKING DAYS prior notice, to the date you wish your licence to start with a 12 noon deadline on the first working day.
  • APPLICANTS MUST INCLUDE THE APPROPRIATE CHARGE WITH ANY APPLICATION OR ALTERNATIVELY CREDIT CARD PAYMENTS CAN BE MADE OVER THE TELEPHONE.
  • Parking Suspensions are granted for specific reasons and cannot be used for the parking of personal vehicles whilst in force.
