Guide for dog owners Wandsworth Council is concerned over the health hazards to children and the general unpleasantness concerning dog waste in park areas and open spaces within the borough.
The Home Office has approved bye-laws which now apply to all parks and open spaces in Wandsworth under the Council's control.
Three categories have been identified as follows:
- A 'poop scoop' area where dog owners are required to place dog waste in the bins provided.
- Dog free areas, no dogs allowed whatsoever.
- A dog exercise area where owners can exercise their dogs at will and have no obligations to retrieve and deal with any dog waste.
Scooping equipment Various methods are suggested and are available on the market. Personal preference obviously comes into play but several cardboard mechanisms are available in addition to plastic bags and it is understood that some dog owners prefer a simple child's seaside spade. Pet shops and veterinary surgeons are possible sources for supplies of scoopers.
Disposal To assist dog owners in the disposal of dog waste bins have been situated on the open spaces where restrictions apply. These have been designed for ease of use and will be emptied according to a programme that not only involves regular emptying but also cleansing of the bins.
Fines The Council will be reasonable in dealing with offenders but it is anxious that the bye-law is effective. It is important to note that a maximum fine of £1000 can be imposed. Guide dogs A registered blind person in charge of a guide dog is exempt from the requirements of the 'poop scoop' and dog-free are bye laws. |
