Removal of dual-zone arrangement in St John's Avenue (west) and Gwendolen Avenue (A1)
As the results of the consultation, which was carried out in January 2005, showed that a majority of respondents from St John’s Avenue (A1) and Gwendolen Avenue, (between Upper Richmond Road and Hazlewell Road), was in favour of the change, these roads, or part of road, were designated for A1 permits only. Gwendolen Avenue forms part of both the A1 and the A3 sub-zones. The A3 part of Gwendolen Avenue between Hazlewell Road and Chartfield Avenue (numbers 32 to 44 and 27 to 49), including Gwendolen Close, retains the dual-zone facility.

In accordance with the new arrangements, residents holding A3 permits are no longer entitled to park in St John’s Avenue or in the A1 section of Gwendolen Avenue, between Upper Richmond Road and Hazlewell Road. It should be noted that all-zone business permit holders are not required to change their permits, as they are already valid in zones throughout the borough.

The dual-zone facility is retained in all the remaining roads in the A3 sub-zone where it operated previously. These roads have been identified as other roads in which there are varying degrees of A3 permit holder ‘commuter’ parking. The parking situation will continue to be monitored in these roads and residents and businesses will be consulted, should they indicate that they are experiencing parking problems.

This change was originally due to take place on 5 September 2005, as notified to residents in a letter in June 2005, but was delayed by a formal objection. This objection was reported to Committee on 7 September, and the changes came into operation on Monday 10 October 2005.

Drivers were notified of the change on the Council's website, in the Wandsworth Guardian, notices were placed on posts in the affected roads and warning notices were placed on vehcles.
