
Resident Visitor Permits
What is a Resident Visitor Permit There are two types of visitor permit available.
Daily Resident Visitor Permit - This is a permit that enables a resident's visitor to park for a whole day, in an all-day controlled parking zone (CPZ), or for the hour of control in a one-hour CPZ.
Weekly Resident Visitor Permit - This is a permit that allows a resident's visitor to park for 5 or 6 consecutive zone days depending on whether the CPZ operates from Monday to Friday or Monday to Saturday.These permits can be purchased for all-day or one-hour CPZs.
Permits will be issued to bona fide residents only. They are intended for use by long stay visitors in all-day zones, for whom the pay and display machines, which provide short term parking, are not suitable. They are also for use by visitors to residents in one-hour zones, where pay and display facilities are not available, and parking during the hour of control is designated for permit holders only. Resident visitor permits can also be purchased by tradesmen working on properties within a controlled parking zone.
It is intended that residents should purchase visitor permits in advance, and hand them to their visitors when required. Each permit must then be validated by scratching off the date (if a daily permit) or dates (if a weekly permit) and writing in the registration number of the vehicle on which it is to be displayed.

The permits are only for use within the zone for which they are issued and are not valid for any other zone within the borough. Permits are not valid for off-street car parks.
Resident permit holders are also entitled to 10 free one-hour resident visitor permits per year, for use within CPZs that have one hour of control.
Entitlement Each household may purchase up to 50 days worth of resident visitor permits in any 12 month period. Purchase of a weekly (5 or 6 day) visitor permit will contribute to this total. The applicant's permanent address must be within the controlled parking zone. You do not have to drive or own a vehicle yourself to obtain resident visitor permits. Senior citizens (over 60 years of age) and disabled Blue Badge holders are able to purchase 100 days worth of visitor permits in any 12 month period.
In order to purchase the permits, you must provide proof of residence unless you already hold a valid resident permit. A maximum of 10 daily or two weekly (5 or 6 day) visitor permits will be issued on any one occasion. Senior citizens (over 60 years of age) and disabled Blue Badge holders are able to purchase more permits per application.
Permit cost The cost of a daily Resident Visitor or a Trade Permit from 1st April 2007 will remain at £5 in all day zones, but change to £1.50 in one-hour zones. This is discounted to £2.50 in all day zones and 75p in one-hour zones for residents who hold a disabled Blue Badge or are aged 65 years and over. This change to the qualifying age for the older person's discount has been made in line with the government's moves to delay state retirement benefits. Weekly (5 or 6 day) Resident Visitor Permits will remain at £25 each in all-day zones operating Monday to Friday, and £30 each in all-day zones operating Monday to Saturday. In one-hour zones, the charge for Weekly Resident Visitor Permits will change to £7.50. These weekly permits are also discounted by 50% for residents who hold a disabled Blue Badge or are aged 65 years and over.

The Parking Shops are open 8am to 6.30pm Monday to Saturday. The staff there will be able to check your application and issue the permits straight away.
If applying in person at the Town Hall, please bring the completed application form and original documents to the Technical Services 'One-Stop' counter, 5th Floor, New Town Hall between 9am and 5pm Monday to Friday and 9.30am to 12.30pm Saturday.

Documents
Proof of residence, age or disability You must include proof of residence and vehicle ownership with your application form. Photocopies are acceptable for postal applications however, if you are making your application in person, original documentation must be provided.
Proof of residence Proof of residence is not required if you already have a current resident permit unless you are applying in person.
One of the following will be acceptable:
- driving licence
- current council tax bill
- pension or benefit book
- a 12 month home contents insurance certificate
- housing association/rent book
- current TV licence
- most recent landline telephone bill
Proof of age and disability (applicable to Senior Citizens and disabled Blue Badge holders only) In order to qualify for the reduced permit charge from 1st April 2007, you must produce confirmation that you are aged 65 or over or that you hold a valid, current disabled Blue Badge. One of the following will be acceptable:
- your passport
- your birth certificate
- your medical card
- your driving licence
- any other official document that shows your age or date of birth.
- a valid disabled Blue Badge
Applicants who are have just moved in to a controlled parking zone and are unable to supply the required proofs as set out above, may purchase a maximum of 10 Visitors' parking permits, by supplying one of the following:
- tenancy agreement (estate/letting agency only)
- recent bank statement or letter from bank
- recent utility bill
- recent credit card statement
- recent mobile phone bill
- proof of purchase of property - completion letter from solicitor.

Free one-hour resident visitor permits Resident permit holders can apply for 10 free one-hour resident visitor permits per year, for use in CPZs with one hour of control. They are not valid in any of the CPZs that have all day operational hours (e.g. 9.30am to 4.30pm). The free visitor permits are validated in the same way as other visitor permits, however, you will also be required to write in the zone in which you are parked, in the space provided on the permit.
