Resident Parking Permits
Your entitlement to a permit You are entitled to one resident permit if:
- Your usual place of residence is within a controlled parking zone.
(If you do not regularly live at such premises in the zone you do not qualify for a permit irrespective of your interest in the property.) AND
- You either own, keep or have the sole use of a vehicle.
(this vehicle can be either a passenger vehicle (car) or a goods vehicle of a height less than 3.2 metres (10ft 6ins) and length less than 6.5 metres (21ft 4ins) and a gross weight not exceeding 5 tonnes) If you have borrowed or share a vehicle you will not be entitled to a permit unless there are exceptional circumstances. Permits are not required for motorcycles, which may be parked free of charge in permit bays and shared use bays.
Proof of residence and vehicle ownership must be provided before your application can be approved.

The reference to 'green' vehicles is those vehicles that are powered by a 'green' environmentally friendly fuel - electricity, liquefied petroleum gas or compressed natural gas. Further information about electric vehicles is available elsewhere on this website.
Application Permits can be applied for by post or in person.

Putney Parking shop 38 - 40 Lower Richmond Road (between Ruvigny Gardens and Glendarvon Street)
Battersea Parking shop 145 Lavender Hill (between Sugden Road and Thirsk Road)
Tooting Bec Parking shop 297 - 299 Balham High Road (between Louisville Road and Tooting Bec Road)
The parking shops are open 8am to 6.30pm Monday to Saturday. The staff there will be able to check your application and forward it to the Town Hall where the permit will be issued and sent to you by post.

If applying in person, please bring the completed application form and original documents to the Technical Services 'One-Stop' counter, 5th Floor, New Town Hall between 9am and 5.00pm Mondays to Fridays and 9.30am to 12.30pm Saturdays.

Documents
Proof of residence and vehicle ownership You must include proof of residence and vehicle ownership with your application form. Photocopies are acceptable for postal applications however, if you are making your application in person, original documentation must be provided.
Proof of residence One of the following documents will be acceptable:
- Driving licence
- Current council tax bill
- Pension or benefit book
- A valid 12 month Home Contents Insurance Certificate
- Current Housing Association/Rent Book
- Current TV licence
- Most recent landline telephone bill
Proof of vehicle ownership One of the following documents will be acceptable:
- Vehicle registration document (all privately owned vehicles must be registered to the CPZ address if the application is submitted by the registered keeper/owner). In instances where the vehicle is borrowed by a relative/partner, applicants will be required to submit a letter of authority from the registered owner, together with a copy of the Vehicle Registration Document (V5) and a valid insurance certificate detailing (a) the applicant's name and address or postcode at which the vehicle is kept (b) the vehicle's registration number.
- Hiring/leasing agreement
- Company vehicles. In the case of a company vehicle, the applicant must submit a typed letter on headed paper from their company secretary or senior representative confirming that the vehicle is owned/leased by the company and that the employee is the sole user and keeper. In addition, they will need to supply the vehicle registration document if the company own the vehicle, or a copy of their company's hire/lease agreement.
- Sole traders will be required to submit a letter of verification from their accountant and their vehicle registration document or hire/lease agreement.
- Vehicle purchased in the last 3 months - Garage Bill of Sale OR New Keeper Supplement OR Vehicle Registration Document (Please complete new keeper details) AND Valid Insurance Certificate (showing your name, zone address/postcode and the vehicle's registration number).
Residents who are unable to provide any of the proofs of residency or vehicle ownership listed above, as they have recently moved into the Borough, may apply for a three month Resident Parking Permit on production of one proof of residence and one proof of vehicle ownership from the lists below:
1. Proof of residence
- tenancy agreement (estate/letting agency only - not private)
- bank statement
- utility bill
- credit card statement
- mobile phone bill
- housing association/ council rent book
- proof of purchase of property (completion letter from a solicitor)
2. Proof of vehicle ownership (for applications submitted by the registered owner/keeper)
- Vehicle registration document with the change of address section completed
- Insurance certificate:- detailing the new address or postal code and showing the vehicle registration number.
Applicants submitting the proofs listed in 1 or 2 above are advised that the correct proofs must be submitted on expiry of the permit and that failure to so would mean that the permit would not be renewed.
Documents submitted in respect of three, six and annual permits must show your name and the address at which you are applying for a permit and if the document is dated, it must be less than three months old.

If your resident permit is lost or stolen or not received Please complete a Duplicate Resident Permit application form. If the permit was lost or stolen, you will need to fill in the lost property book or crime reference number, and the police station to which it was reported. The application form gives advice on how to cover your vehicle until a duplicate permit is received.
If you change your vehicle Please complete a Replacement Resident Permit Change of Vehicle form. You will need to supply proof of the new vehicle, as detailed on the form, and return your current permit with your application. The application form gives advice on how to cover your vehicle until a replacement permit is received. You will not need to send in payment for the replacement permit unless your existing permit has expired. If it has expired, you should complete a renewal form in the usual way and supply proof of the new vehicle with your renewal application.
If you change address If you move to a different zone, please complete a Resident Parking Permit application form and return your existing permit with your application. You will not need to send in payment for the replacement permit unless your existing permit has expired. You will need to supply proofs of residence and vehicle ownership. If you move address but stay within the same zone, please write to Wandsworth Borough Council, PO Box 8887, London, SW18 2ZB or email parkingpermits@wandsworth.gov.uk with your new address, so that we can ensure that renewal documents are sent to the correct place. You will be required to supply proof of residence and vehicle ownership at your new address when you renew your permit.
